Abstract

It is feared that the vaccination obligation declared by the World Health Organization (WHO) will become a ticking time bomb that will encourage people to be indifferent to the coronavirus-19 vaccine. Some people who refuse vaccination have expressed their opinion that the obligation to vaccinate is coercion and a violation of human rights. In addition, refusing vaccination is considered a violation of the integrity of one's body which is actually protected by Law Number 36 of 2009 concerning Health Article 5 paragraph (3) that: "Everyone has the right to independently and responsibly determine the health services needed for himself "The problems are sanctions for people who are not willing to be vaccinated and the responsibility of the state in implementing vaccinations for the community. The application of sanctions against people who do not want to be vaccinated is contrary to other laws and regulations, namely the 1945 Constitution of the Republic of Indonesia, the Law on Health, and the Consumer Protection Act. The government's form of responsibility in terms of overcoming the corona virus-19 is to prepare vaccines for the community starting from procurement to the implementation of vaccinations.
